Withdrawal Agreement Brexit January 2020

The EU and the UK have reached an agreement on the withdrawal agreement with a revised protocol on Ireland and Northern Ireland (abolition of the "backstop") and a revised political declaration. On the same day, the European Council (Article 50) approved these texts. EU leaders approve the postponement of the date of Brexit to 31 January 2020, or earlier, if the UK and European parliaments approve the withdrawal deal by then. Boris Johnson has signed the Brexit withdrawal agreement in Downing Street. Immediately after the announcement of a revised withdrawal agreement on October 17, 2019, Labour, the Liberal Democrats and the DUP said they could not support the new agreement. [30] This protocol also includes a unilateral exit mechanism for Northern Ireland: the Northern Ireland Assembly will vote every four years on the continuation of these arrangements, which require a simple majority. These votes take place two months before the end of each four-year period, with the first period beginning at the end of December 2020 (when the transition period is scheduled). [26] If the Assembly is suspended on that date, the GG vote shall be held. If the Assembly expresses inter-community support in one of these periodic votes, the protocol will apply for the next eight years instead of the usual four years. [26] However, if the Assembly votes against the continuation of these rules, the UK and the EU will be given two years to adopt new rules. [24] [25] The agreement defines goods, services and related processes. Any provision of goods or services legally put on the market before leaving the EU may be made available to consumers in the UK or in the EU Member States (Article 40-41). The images of Johnson who signed the official agreement after more than two years of negotiations came after a more sober photographic moment for Ursula von der Leyen and Charles Michel, respectively leaders of the European Commission and the Council.

The EU has agreed to postpone the date of Brexit to 31 January 2020. However, the heads of state or government of the remaining 27 Member States must also agree. The European Union and the United Kingdom have reached a draft withdrawal agreement. On 6 September 2020, the Financial Times reported that the UK government was considering drafting new laws to circumvent the protocol of the Northern Ireland Withdrawal Agreement. [45] The new law would give ministers the power to determine which state aid should be notified to the EU and to define which products at risk of being transferred from Northern Ireland to Ireland (the withdrawal agreement stipulates that in the absence of a reciprocal agreement, all products are considered vulnerable). [47] The government defended this approach and stated that the legislation was in accordance with protocol and that it had only "clarified" the volumity in the protocol. [48] Ursula von der Leyen warned Johnson not to violate international law and said that the implementation of the withdrawal agreement by Britain was a "precondition for any future partnership". [49] On 8 September, the Minister of Foreign Affairs for Northern Ireland, Brandon Lewis, told the British Parliament that the government`s internal market bill would "violate international law"." [50] The EU and the UNITED Kingdom reach an interim agreement.
